Executive officer (EO) in the Civil Service

Executive officer is the Civil Service grade where most people first manage a team, though plenty of EOs work as specialists or caseworkers with no direct reports. It sits above AO and below HEO. There is no single national EO salary: each department sets its own pay range, and for 2026/27 the pay remit guidance caps the increase in each department’s paybill at 3.5%.

Two kinds of EO post

The first kind is the team leader. A team leader EO manages a group of AOs or AAs, typically in a contact centre, processing site, court or jobcentre. You set work, check quality, hold one-to-ones, deal with absence and performance, and handle escalated cases and complaints. Your team’s output is how you are measured, so the job involves a lot of planning and a lot of conversations.

The second kind is the specialist or senior caseworker. Here you handle cases that need judgement: complex benefit or tax enquiries, decision-making under legislation, compliance checks, or casework in policy and operational teams. DWP work coaches are a large group of EOs in this category, working directly with claimants. Other EO posts are in finance, HR, project support, communications and private offices, where you might manage a minister’s or director’s correspondence.

Both kinds carry more responsibility for decisions than AO posts, and both expect you to work with less checking.

Pay and the 2026/27 settlement

Departments publish their own EO pay ranges, with separate national and London rates in many cases. The advert gives the starting salary, and most new starters, including promoted staff, begin at or near the range minimum.

The pay remit guidance for 2026/27, published on 21 May 2026, allows a paybill increase of up to 3.5%, and small business cases can add up to 1% more for specific groups. The guidance is clear that this does not confirm the amount any individual receives. EO is the top grade covered by the voluntary pay compression framework, which runs from AA to EO. The grades above and below EO follow the same departmental approach.

Pension contributions at EO

The alpha scheme’s member rates for 2026/27 are 4.6% on pensionable pay up to £36,199 and 5.45% from £36,200 to £56,000. Depending on the department and location, an EO salary may fall in either band, so check the advertised range against those figures. The alpha pension guide explains how the pension builds up, and our guide to Civil Service benefits covers leave, flexible working and other terms.

Managing people for the first time

A team leader post means a lot of the people side of management, and the Civil Service expects you to follow its policies closely. You record absences and hold return-to-work conversations, set objectives and run mid-year and end-of-year reviews, and deal with poor performance or conduct through formal procedures when informal conversations have not worked.

Flexible working requests land on your desk too. Employees can ask from their first day, can make two requests in any 12 months, and must get a decision, including any appeal, within two months. A refusal has to rest on one of the eight business reasons in law and come after consultation with the employee. If a team member raises a grievance or faces a disciplinary hearing, they have the right to be accompanied by a colleague or trade union representative, and the ACAS Code of Practice applies. HR advisers support you, but the conversations are yours to hold. Our guide to flexible working requests sets out the rules from the employee’s side.

What the selection process looks for

EO adverts on Civil Service Jobs assess a mix of Success Profiles elements. For team leader posts, Leadership, Managing a Quality Service and Delivering at Pace come up often. Caseworker posts tend to add Making Effective Decisions and Communicating and Influencing. Many campaigns use strengths questions at interview, and some add a test or a short exercise.

The Success Profiles guide explains the five elements and how they are scored. If you are moving up from AO, choose examples that show you working at the higher level: covering for a manager, coaching a colleague, owning a problem from start to finish.

Nationality rules are the same as for other grades. UK nationals can apply for any post, around 75% of posts are open to Commonwealth citizens and EEA nationals under set conditions, and reserved posts in national security are for UK nationals only.

The step from EO to HEO

At HEO the work shifts towards analysis, policy, project management and managing other managers. EOs who want to move up often seek temporary promotion, join a project, or take on a stretch piece of work that gives them examples at the higher level. Our guide to HEO and SEO roles covers what those grades involve. Some departments also run internal development schemes for EOs, and the Fast Stream is open to existing civil servants who meet its entry criteria.

Common questions

Can I apply for an EO job without Civil Service experience?

Yes. Most EO vacancies are open to external candidates, and experience from retail management, customer service, local government, the NHS or the armed forces is assessed in the same way as Civil Service experience. The advert lists the behaviours and any experience required.

Is EO a management grade?

Sometimes. EO is the first grade where line management is common, but many EOs manage cases or projects without any staff. The job description says whether the post has direct reports.
