MOD civilian jobs

The Ministry of Defence employs tens of thousands of civil servants alongside the armed forces, in jobs from administration and finance to engineering, science, logistics, intelligence and policy. They work in the department itself and in its agencies and arm’s length bodies, such as Defence Equipment and Support, the Defence Science and Technology Laboratory and the UK Hydrographic Office. Jobs are advertised on Civil Service Jobs. Almost all need security vetting, and many are restricted to UK nationals.

Who employs MOD civilians

The MOD is spread across several organisations, each with its own sites:

  • MOD head office in Whitehall, covering policy, finance, strategy and support for ministers
  • Defence Equipment and Support (DE&S), which buys and supports military equipment, with its main site at Abbey Wood near Bristol
  • the Defence Science and Technology Laboratory (Dstl), the MOD’s science and research organisation, with sites at Porton Down and Portsdown West
  • the Defence Infrastructure Organisation, which manages the defence estate
  • the UK Hydrographic Office in Taunton, which produces nautical charts and marine data
  • Submarine Delivery Agency, Defence Business Services and other specialist bodies

Civilians also work on military bases across the UK and overseas, in base support, training administration, logistics, finance and HR. The MOD Police and the Defence Fire and Rescue Service are separate employers within defence with their own recruitment. For how departments, agencies and arm’s length bodies fit together, see Civil Service departments and agencies.

The kinds of jobs

Most MOD civilian roles sit in the standard Civil Service professions: operational delivery, project delivery, commercial, finance, HR, digital and data, policy, analysis, and engineering and science. Defence-specific work includes equipment support, safety and environmental management of the estate, and specialist scientific research. DE&S, Dstl and the MOD itself run apprenticeships and graduate schemes, often tied to engineering and project management qualifications.

Many MOD civilians work alongside service personnel, sometimes in mixed teams with a military line manager. The culture differs from most departments: more acronyms, more formal procedure, and frequent turnover as service colleagues are posted in and out.

Security vetting

Defence work involves classified information, so vetting comes with almost every job offer. United Kingdom Security Vetting (UKSV) carries out clearance, and the level depends on the role:

  1. The Baseline Personnel Security Standard (BPSS), the minimum for all civil servants, covering identity, right to work, employment history and unspent convictions.
  2. Counter-terrorist check (CTC), for posts with access to certain sites or people.
  3. Security check (SC), for regular access to secret material.
  4. Developed vetting (DV), for frequent access to top secret material, which involves an interview and detailed checks of finances and personal life.

Higher levels require a period of residence in the UK, so anyone who has recently lived abroad may wait longer or be ineligible. SC can take weeks and DV months, and the offer stays conditional until vetting is complete. Inconsistencies on the forms cause most delays, so be accurate and complete. A past conviction or financial problem does not automatically fail you, but hiding it is treated seriously.

Nationality

Under Civil Service nationality rules, UK nationals, including dual nationals, can apply for any post. About 75% of Civil Service posts are also open to Commonwealth citizens and EEA nationals, but reserved posts involving national security are for UK nationals only. A much larger share of MOD posts are reserved than in most departments. The advert states the requirement, so check it before you write an application.

How applications work

MOD recruitment follows Civil Service Success Profiles, which have five elements: Behaviours, Strengths, Ability, Experience and Technical. Technical roles such as engineering and science often weight technical questions and professional qualifications heavily, while administrative and support roles focus on behaviours and strengths. How to get into the Civil Service covers the general stages.

Veterans and service leavers can apply for civilian MOD jobs, and some campaigns guarantee an interview to veterans who meet the minimum criteria. Disabled applicants can opt into Disability Confident, which guarantees or offers an interview to those meeting the minimum criteria.

Pay and conditions

The MOD sets its own pay ranges by grade, from administrative assistant to Senior Civil Service, and DE&S and Dstl have their own pay structures. The ranges appear in the advert. They are not in the sources we have checked, so we have not printed them. Specialist roles in engineering, science and digital can carry allowances. For 2026/27 the Civil Service pay remit guidance set a maximum headline increase of 3.5% across each department’s paybill, which does not confirm what an individual receives. Civil Service grades and pay covers the grades.

MOD civil servants join the alpha pension scheme. Member contributions in 2026/27 are 4.6% on pay up to £36,199, 5.45% from £36,200 to £56,000, 7.35% from £56,001 to £150,000 and 8.05% above that.

For a uniformed role, joining the British Army as a soldier covers the military route.

Common questions

Do MOD civilians have to meet military fitness standards?

No. Civilian staff are civil servants, not service personnel. A few roles that involve field work, deployment or physical tasks have medical or fitness requirements, and the advert says so.

Can MOD civilians be sent overseas?

Some can. Certain posts support operations or exercises abroad, and some are based at overseas garrisons. Adverts for those roles say whether deployment is part of the job.
