Library assistant pay
A library assistant employed by a council is paid on a grade chosen locally from the NJC pay spine, and the lowest point from 1 April 2026 is SCP 3 at £25,614 a year, or £13.28 an hour. Most library posts are part-time, so what lands in your account depends on your hours far more than on the full-time figure. The National Careers Service gives hours of 30 to 37 a week, and many council posts are advertised well below that.
What the advert’s salary means
Adverts quote a full-time equivalent, then say the hours and the actual pay. SCP 5 is £26,427 full-time and SCP 7 is £27,274, both for a 37 hour week. The National Careers Service lists an average of £22,000 at the start and £27,000 with experience, with no date or breakdown, and that does not match the spine, so rely on the advert for any real post. Our library assistant profile covers the job, and the salary on job adverts guide explains pro rata wording.
What part-time hours pay
The pro rata sum is your hours divided by 37, times the full-time salary. At the bottom of the spine and at SCP 7, 2026/27 values give:
| Hours a week | SCP 3 a year | SCP 7 a year |
|---|---|---|
| 15 | £10,384 | £11,057 |
| 22.5 | £15,576 | £16,586 |
| 30 | £20,768 | £22,114 |
Some councils round or average hours over the year, so the contract is the final word. The pro rata salary guide explains the formula.
Tax and pension at part-time pay
The 2026/27 personal allowance is £12,570, so someone on 15 hours at either point pays no income tax or employee National Insurance on library pay alone. On 22.5 hours at SCP 3, £15,576 a year is £3,006 over the allowance, giving income tax of about £601 and National Insurance of about £240. The Local Government Pension Scheme rate depends on your actual pay: 5.5% on pay up to £18,400 and 5.8% from £18,401 to £29,000 in 2026/27, so a 30 hour week at SCP 3 moves into the 5.8% band. The LGPS guide has the full list, and the take-home pay calculator works out net pay for your hours.
Not every library is run by a council. Some are run by trusts and charities, which set their own pay and may not offer the LGPS, so check the advert.
Saturdays and Sundays
Libraries open at weekends, and the Green Book sets default rates where a council has no local agreement. In its 1 May 2024 copy, they cover staff on or below point 22. A Saturday that is part of your normal week is paid at time and a half, which is £19.92 an hour at SCP 3. Sunday as part of your normal week is paid at double time at or below point 3 and time and a half above it, so £26.56 an hour at SCP 3 and about £21.21 at SCP 7. Many councils have their own agreements that replace these, and some pay a flat allowance. Ask which one the contract uses, and whether weekend hours are in your pay or on top. The council overtime and weekend pay guide lists the other situations.
Checking a council’s own scale
The spine values above are national and the grades are local. The NJC pay spine guide shows every point, and your council’s published pay policy shows which points are paid to library staff. If a salary looks lower than SCP 3, look at the hours. Every point on the spine pays above the £12.71 National Living Wage.
Common questions
Is library assistant pay the same in every council?
The pay spine is national but each council decides which points a library assistant post sits on, so the same job can pay differently next door. Compare the spinal column points in each advert.
