Public sector jobs in Birmingham

Birmingham’s public sector jobs come mainly from Birmingham City Council, a cluster of large NHS trusts, the city’s schools and the West Midlands emergency services, which are run from the city. Pay follows national scales: council roles start at £25,614 on the NJC spine, NHS roles at £25,272 on Agenda for Change band 2, and a newly qualified teacher on M1 earns £34,069 from September 2026.

Birmingham City Council and the combined authority

Birmingham City Council is a single-tier metropolitan council, so one employer covers social care, housing, education services, highways, waste, libraries and leisure across the whole city. That gives you a wide spread of roles from refuse collection and street cleansing to children’s social work and planning. The council has been through a long period of financial pressure and restructuring, which has meant budget cuts and service reviews, so it is worth asking at interview how settled the team you would join is.

Above the council sits the West Midlands Combined Authority, which handles transport, adult skills and regeneration for the region and recruits separately.

Most council jobs sit on the NJC pay spine, which rose by 3.3 per cent from 1 April 2026. The lowest point, SCP 3, is now £25,614. Each job is graded to a range of points and you move up one point a year until you reach the top of the grade. The full spine is in NJC pay spine for council and school support staff, and how to get a council job covers the application process.

Hospitals and NHS services

The city’s NHS employers include University Hospitals Birmingham NHS Foundation Trust, Birmingham Women’s and Children’s NHS Foundation Trust, Birmingham and Solihull Mental Health NHS Foundation Trust and Birmingham Community Healthcare NHS Foundation Trust. West Midlands Ambulance Service University NHS Foundation Trust also recruits call handlers, emergency care assistants and paramedics for the region.

Agenda for Change pay in England from 1 April 2026:

Band Typical roles Pay range
2 Domestic, porter, healthcare support worker £25,272
3 Senior healthcare assistant, admin £25,760 to £27,476
4 Medical secretary, assistant practitioner £28,392 to £31,157
5 Newly registered nurse, therapist £32,073 to £39,043
6 Experienced nurse, specialist practitioner £39,959 to £48,117

Birmingham is outside the London high cost area zones, so these are the rates you will see on adverts, plus any unsocial hours enhancements. NHS Agenda for Change pay bands explains how progression works between points.

Schools

The city has a large school population, which keeps demand steady for teachers, teaching assistants, SEN support staff, cover supervisors and office staff. Many schools belong to multi-academy trusts, which set their own pay policies, though most follow the national teacher scales. Support staff in maintained schools are paid on the NJC spine, usually term-time only.

Teacher pay from 1 September 2026 starts at £34,069 on M1 and reaches £46,940 at M6 outside London. Those are the rates the government accepted in July 2026; maintained schools apply them once the 2026 pay and conditions document is in force, backdated to September. Most school jobs are listed on Teaching Vacancies.

Police, fire and ambulance

West Midlands Police covers Birmingham along with the rest of the metropolitan county. A constable appointed now starts at £32,255 (PP1 from 1 September 2026) and reaches £52,015 at PP7. West Midlands Fire Service pays firefighters on the national NJC scale: £31,539 in development and £40,358 once competent, from 1 July 2026. Both services also employ police staff and fire control operators, whose pay is set locally.

Civil Service roles

Several government departments and agencies have offices in central Birmingham, and the city has gained roles as departments move work out of London. Grades run from administrative assistant to Senior Civil Service, and each department sets its own pay ranges, so the same grade can pay differently in two buildings on the same street. Getting to work

Birmingham’s employers are spread across the city, from the hospitals in Edgbaston and Bordesley Green to council depots on the outskirts. Shift work at a hospital or ambulance station can start before public transport runs, so check site and hours before you apply. Many NHS trusts and the council run salary sacrifice and season ticket schemes; ask HR what is available once you have an offer.
