Public sector jobs in Chelmsford

As the county town of Essex, Chelmsford has the headquarters of Essex County Council and Essex Police, and Broomfield Hospital on its northern edge. Chelmsford City Council, a prison, two grammar schools and dozens of other schools add to the total. Pay is on national scales without London weighting, and London itself is a direct train ride away for anyone willing to commute for higher rates.

County Hall and the city council

Essex has two tiers of local government. Essex County Council, based at County Hall in the city centre, runs adult and children’s social care, education services, highways, libraries, public health and trading standards across the county. Many of its office-based, specialist and senior posts are in Chelmsford, though social work and highways jobs are often attached to area offices elsewhere in Essex.

Chelmsford City Council is the district council. It handles planning, housing and homelessness, environmental health, waste collection, parks and council tax for the city and the surrounding villages. Where councils advertise jobs explains how to find both sets of vacancies, which are posted separately.

Both councils pay on the NJC spine, which runs from £25,614 at SCP 3 to £56,293 at SCP 43 from 1 April 2026. Under the national Green Book, full-time staff get at least 23 days’ annual leave plus 8 public holidays and 2 extra days, rising to 26 days after five years.

Broomfield Hospital

Mid and South Essex NHS Foundation Trust runs Broomfield Hospital along with Basildon University Hospital and Southend University Hospital. Broomfield is home to the St Andrew’s Centre for burns and plastic surgery, so the trust recruits specialist nurses, therapists and theatre staff for that unit as well as general ward and support roles. A trust-wide post may involve working at the other two sites, and the advert names the base.

Essex Partnership University NHS Foundation Trust provides mental health and community services across the county, and the East of England Ambulance Service NHS Trust covers 999 calls. All of them pay Agenda for Change rates for England from 1 April 2026.

Band Typical roles Pay
Band 3 Senior healthcare assistant, admin £25,760 to £27,476
Band 4 Nursing associate, team secretary £28,392 to £31,157
Band 5 Newly qualified nurse or therapist £32,073 to £39,043
Band 6 Specialist or senior nurse £39,959 to £48,117
Band 7 Ward manager, advanced practitioner £49,387 to £56,515

The NHS high cost area supplement only applies in London and a set of fringe areas, and NHS London weighting lists them.

Police headquarters and the prison

Essex Police has its headquarters in Chelmsford, so the city has more police staff posts than most towns of its size: control room operators, investigators, analysts, HR, finance and IT, as well as officers. A new constable starts on £32,255 from 1 September 2026 and reaches £52,015 at the top of the scale. How to become a police constable covers the entry routes.

Essex County Fire and Rescue Service covers the whole county, paying £31,539 to firefighters in development and £40,358 once competent from 1 July 2026. HMP Chelmsford, a men’s prison in the city, recruits prison officers and support staff through HM Prison and Probation Service. Prison officer pay is set nationally by HMPPS and the current rates are on its adverts.

Schools

Chelmsford has two selective grammar schools alongside its comprehensives, maintained primaries and academies. Essex County Council is the local authority for maintained schools. Chelmsford is outside the London fringe pay area, so teachers here are on the rest-of-England scale: £34,069 at M1 from 1 September 2026, rising to £46,940 at M6, once the 2026 pay document is in force for maintained schools. Support staff are on the NJC spine, usually term-time only.

Commuting to London

Trains from Chelmsford run direct to London Liverpool Street, and some staff take London jobs for the higher pay. London weighting is different in each sector. An NHS band 5 nurse at entry earns £38,488 in inner London and £36,943 in outer London once the supplement is added, against £32,073 in Chelmsford, and an M1 teacher in outer London starts on £39,196. London weighting across the public sector compares the rest, and public sector jobs in London covers the employers. Set the extra pay against the cost of a season ticket before deciding.
