Public sector jobs in Hull

Hull’s public sector work sits mostly in health and local government, with a handful of justice and border roles that exist because the city is on the Humber. Hull University Teaching Hospitals NHS Trust and Hull City Council recruit the most. East Riding of Yorkshire Council, Humberside Police, Humberside Fire and Rescue Service, the prison service and Border Force add uniformed and shift-based work. Pay follows national scales, so in 2026/27 a council job starts at £25,614 and an NHS job at £25,272.

Uniformed and shift-based jobs

Border Force staff work at the docks checking passengers and freight. Border Force is part of the Home Office and advertises on Civil Service Jobs. Many posts are reserved for UK nationals because of their security role, and the work means shifts, weekends and nights. The Border Force officer profile covers training and selection.

HMP Hull is a men’s prison in the east of the city, run by HM Prison and Probation Service. Prison officer posts are also on Civil Service Jobs, with a selection day and a training course before you start on a wing. Pay is set nationally by grade, with local additions in some areas. How to become a prison officer has the detail.

Humberside Police covers Hull, the East Riding and North and North East Lincolnshire. From 1 September 2026 the constable scale runs:

Point Annual pay
PP1 £32,255
PP3 £34,972
PP5 £39,058
PP7 £52,015

Humberside Fire and Rescue Service pays firefighters on the national NJC scale, £31,539 in development and £40,358 once competent, from 1 July 2026. Crew managers earn £42,892 to £44,742. Police pay scales and firefighter pay go into both.

Hospitals and health

Hull University Teaching Hospitals NHS Trust runs Hull Royal Infirmary in the city and Castle Hill Hospital in Cottingham, just over the border in the East Riding. Humber Teaching NHS Foundation Trust provides mental health, learning disability and community services across Hull and the East Riding. Yorkshire Ambulance Service NHS Trust covers 999 calls.

Agenda for Change pay from 1 April 2026 is £25,272 for band 2, £25,760 to £27,476 for band 3, £32,073 to £39,043 for band 5 and £39,959 to £48,117 for band 6. Nights, weekends and bank holidays earn unsocial hours enhancements on top.

The two councils

Hull City Council is the unitary authority for the city, covering social care, housing, waste, highways, libraries and support for schools. Its boundary is tight, so suburbs such as Cottingham, Hessle and Anlaby fall under East Riding of Yorkshire Council, which is run from Beverley and covers a large rural county. Both councils pay on the NJC spine, which rose 3.3 per cent from 1 April 2026, but each grades its own jobs.

Because the East Riding is so rural, some council and community health jobs there involve driving between sites. Check the mileage and essential car user terms on any advert.

Leave, sick pay and pensions

NHS staff and council staff in Hull share the same occupational sick pay scale, which builds with service. In the first year it is one month’s full pay and two months’ half pay (the half pay after four months’ service). After five years it is six months’ full pay and six months’ half pay. Annual leave differs: NHS staff start on 27 days plus bank holidays, council staff on at least 23 days plus bank holidays and two extra days. Prison and Border Force staff are civil servants in the alpha pension scheme, where 2026/27 contributions are 4.6 per cent on pay up to £36,199.

Schools

Teacher pay from 1 September 2026 starts at £34,069 (M1) outside London, under the award the government accepted. Support staff in maintained schools are on the NJC spine, usually term-time only. Most school vacancies are on Teaching Vacancies.
