Public sector jobs in Newport
Three national government organisations have major offices in Newport: the Office for National Statistics, the Intellectual Property Office and HM Passport Office. Together they make the city one of the main centres of UK Civil Service work in Wales. Newport City Council, Aneurin Bevan University Health Board, schools, Gwent Police and South Wales Fire and Rescue Service provide the rest of the public sector jobs.
The national offices
The Office for National Statistics has its headquarters in Newport. It employs statisticians, economists, data scientists, social researchers, survey and methodology staff and digital teams, plus the usual corporate roles. Newport is one of the few places outside London where you can do analysis for a national statistics body. Analyst jobs in government explains the analytical professions and how they recruit.
The Intellectual Property Office, which handles patents, trade marks and designs for the UK, is also based in the city. It recruits patent examiners (who usually need a science or engineering degree), trade mark examiners, admin and customer service staff, and digital teams. HM Passport Office has an office in Newport that processes passport applications and recruits in larger numbers before its busy season.
These are all Civil Service jobs, advertised on Civil Service Jobs. Each organisation sets pay for its grades, and for 2026/27 departments could raise their total pay bill by up to 3.5 per cent. Some posts, especially those involving security or sensitive data, are reserved for UK nationals, and the advert says which.
How Civil Service applications work
Applications are assessed using Success Profiles, which has five elements: behaviours, strengths, ability, experience and technical skills. Each advert names the behaviours that will be tested, and you may be asked for a personal statement, behaviour examples, an online test or all three. Many departments offer an interview to disabled applicants who opt in and meet the minimum criteria for the role. Civil Service Success Profiles explained covers what each element means.
Health jobs
Aneurin Bevan University Health Board covers Newport and the rest of Gwent. The Royal Gwent Hospital is in the city centre, while the Grange University Hospital at Cwmbran is the area’s main emergency and critical care hospital, so many clinical posts are based outside Newport itself. The health board also runs community and mental health services. The Welsh Ambulance Services University NHS Trust handles 999 calls.
NHS pay in Wales follows Agenda for Change bands, with the award set by the Welsh Government. According to RCN reports it announced 3.3 per cent for 2026/27. Band values are published in Welsh circulars, so check the advert for the exact salary.
Newport City Council
The council is a unitary authority responsible for social services, education, housing, waste, highways and leisure in the city. It uses the NJC pay spine, starting at £25,614 (SCP 3) from 1 April 2026, and advertises on its own website. Council and school staff join the Local Government Pension Scheme. On pay between £29,001 and £47,300 in 2026/27, the main section rate is 6.5 per cent.
Schools, police and fire
Newport schools follow the Welsh teachers’ pay document. The 2026/27 award was out to consultation in October 2026, with the minister proposing 3.5 per cent after the review body recommended 4.25 per cent. Support staff are mostly on the NJC spine. Gwent Police covers Newport and the other Gwent boroughs, and constables appointed now start on £32,255 from 1 September 2026. South Wales Fire and Rescue Service pays national firefighter rates of £31,539 in development and £40,358 once competent from 1 July 2026.
Tax and living in Wales
Anyone living in Newport pays Welsh rates of income tax, which for 2026/27 give the same total as England’s rates, and the tax code has a C prefix. That holds even for a commute to Bristol, because Welsh or Scottish status depends on where you live, not where you work. Public sector jobs in Wales explains the wider Welsh system, and Cardiff is 15 minutes away by train (public sector jobs in Cardiff).
