Public sector jobs in Preston
Preston has far more public sector headquarters than its size suggests, because Lancashire is run from here. Lancashire County Council has its County Hall in the city centre, Lancashire Teaching Hospitals NHS Foundation Trust runs the Royal Preston Hospital, and the county’s mental health trust, police and fire service are all based in or just outside Preston. Preston City Council and the city’s schools add more.
County Hall and the city council
Lancashire uses the two-tier system. Lancashire County Council employs staff across the county in adult and children’s social care, education services, highways, libraries, public health and trading standards, and a large share of its office-based and senior roles are at County Hall. Preston City Council is the district council, handling housing, planning, environmental health, bin collections, parks and council tax for the city. How councils are organised explains which tier does what.
Both councils use the NJC pay spine, starting at £25,614 (SCP 3) from 1 April 2026. Under the national Green Book, full-time staff get at least 23 days’ annual leave plus 8 public holidays and 2 extra days, rising to 26 days after 5 years’ service. Many councils give more. In 2025 a Lancashire combined county authority was set up, bringing the county council and the two unitary councils (Blackburn with Darwen and Blackpool) together on transport, skills and economic development. It recruits a small staff.
Council staff join the Local Government Pension Scheme. In 2026/27 a member earning between £29,001 and £47,300 pays 6.5 per cent in the main section, and on £18,401 to £29,000 it is 5.8 per cent. Benefits of working for a council covers what else comes with the job.
Royal Preston Hospital and mental health
Lancashire Teaching Hospitals NHS Foundation Trust runs the Royal Preston Hospital and Chorley and South Ribble Hospital. Royal Preston is the major trauma centre for Lancashire and South Cumbria and a regional centre for neurosciences, cancer and renal services, so recruitment covers specialist clinical roles as well as general ward, theatre and support jobs.
Lancashire and South Cumbria NHS Foundation Trust, which provides mental health, learning disability and community services, has its headquarters in the Preston area. North West Ambulance Service NHS Trust covers 999 and 111 calls. All three pay Agenda for Change rates for England from 1 April 2026: band 2 at £25,272, band 5 from £32,073 to £39,043, band 6 from £39,959 to £48,117 and band 7 from £49,387 to £56,515.
Police and fire headquarters
Lancashire Constabulary has its headquarters at Hutton, just south of the city. It recruits officers, PCSOs, detectives and a large civilian staff for its control rooms, forensic services, IT and support functions. Constables appointed now start on £32,255 from 1 September 2026, rising to £52,015 at the top of the scale.
Lancashire Fire and Rescue Service is run from Fulwood in the north of the city. Firefighters earn £31,539 in development and £40,358 once competent from 1 July 2026, crew managers £42,892 to £44,742, and watch managers £45,711 to £50,034. Control room staff who take 999 calls and mobilise crews are recruited separately, and fire control operator explains that job.
Schools
Schools in Preston are a mix of county-maintained schools and academies. Lancashire County Council is the local authority for maintained schools, so many school support jobs and some school-based council roles are advertised through the county. Academies advertise on their own trust websites and on Teaching Vacancies. Teachers outside London start on £34,069 (M1) from 1 September 2026 under the accepted award, with maintained schools paying the new rates, backdated, once the 2026 pay document is in force.
Travel to other employers
Preston is a rail hub on the West Coast Main Line. Manchester, Blackpool, Blackburn and Lancaster are all within commuting distance, each with its own hospitals and councils, which widens the choice without leaving national pay rates. Public sector jobs in Manchester covers the largest of those markets.
