Public sector jobs in Reading

Reading’s main public sector employers are the Royal Berkshire NHS Foundation Trust, Berkshire Healthcare NHS Foundation Trust, Reading Borough Council, the schools and Thames Valley Police. The town sits close to the edge of the London fringe pay zones, so pay comparisons are trickier than in most places. Two similar jobs a few miles apart can pay different amounts depending on which zone each site is in, and the advert is the place to check the exact salary and location.

Who employs whom

Reading Borough Council is a unitary authority covering the town itself. Several suburbs that feel like part of Reading, such as Earley and Woodley, are in Wokingham Borough, and areas to the west are in West Berkshire. Each council recruits separately, and all three use the NJC pay spine as their base, adjusted by local grading. From 1 April 2026, after the 3.3 per cent award, SCP 3 is £25,614 and SCP 25 is £37,563.

The Royal Berkshire NHS Foundation Trust runs the Royal Berkshire Hospital, the main acute hospital for the area. Berkshire Healthcare NHS Foundation Trust provides mental health and community health services across the county. South Central Ambulance Service NHS Foundation Trust covers 999 calls.

Thames Valley Police covers Berkshire, Buckinghamshire and Oxfordshire, and Royal Berkshire Fire and Rescue Service covers the county. Schools in Reading include maintained schools linked to the borough council and academies in multi-academy trusts, which set their own pay policies but usually follow the national teacher scales.

Fringe pay and London weighting

The NHS and the teachers’ pay system each define a fringe zone around London that attracts a smaller supplement than inner or outer London. The two schemes draw their boundaries differently and list the qualifying areas by name. Some Berkshire areas east of Reading fall inside these zones. Whether a particular post in or near Reading qualifies depends on the employer and site, and the advert or the HR team will give the reliable answer.

What the fringe is worth in 2026/27:

Pay system Standard rate Fringe rate
NHS band 5 entry £32,073 £33,677 (5% supplement, £1,346 to £2,270)
Teachers M1 (from September 2026) £34,069 £35,602
Teachers M6 (from September 2026) £46,940 £48,479

Where a job qualifies for no zone payment, employers in the Thames Valley sometimes use recruitment and retention premiums for hard-to-fill posts. These sit outside the national scale and can be withdrawn or reviewed; market supplements and recruitment premiums explains how they work. London weighting across the public sector and the NHS high cost area supplement guide give the wider picture.

Pay at a glance

Outside any zone supplement, the national rates apply. NHS band 2 is £25,272 and band 3 runs from £25,760 to £27,476. Band 6 runs from £39,959 to £48,117 and band 7 from £49,387 to £56,515, all from 1 April 2026. Police constables start at £32,255 (PP1) from 1 September 2026 and reach £52,015 at PP7. Firefighters earn £31,539 in development and £40,358 when competent from 1 July 2026.

Teachers’ pay rises from September 2026 come under the award the government accepted in July 2026. Maintained schools apply the new rates once the 2026 pay and conditions document is in force, backdated to 1 September.

Commuting from Reading

Reading has fast rail links into London, so some residents take public sector jobs there for the higher London rates. Before doing the sums, remember that London weighting is taxable, that the rail fare comes out of taxed income, and that a higher salary can move you into a higher pension contribution tier. Many NHS trusts, councils and departments run season ticket loans, which spread the cost of an annual ticket over your salary (season ticket loans). Run the two salaries through the take-home pay calculator before deciding.

Where to apply

Royal Berkshire and Berkshire Healthcare jobs are on NHS Jobs or Trac. Reading, Wokingham and West Berkshire councils each have their own careers sites, as do Thames Valley Police and Royal Berkshire Fire and Rescue Service. School jobs are on Teaching Vacancies.
