Public sector jobs in Swansea
The Driver and Vehicle Licensing Agency is the name most people link with public sector work in Swansea. Its headquarters at Morriston is one of the largest single Civil Service workplaces in Wales. Swansea Bay University Health Board, Swansea Council and the city’s schools are the other major employers, alongside South Wales Police and Mid and West Wales Fire and Rescue Service.
Working for the DVLA
The DVLA handles driving licences, vehicle registration and vehicle tax for Great Britain, and most of that work is done in Swansea. It recruits in large rounds, mainly at administrative officer and executive officer grades for contact centre and casework roles, as well as for digital, data and IT jobs in its technology teams. Adverts appear on Civil Service Jobs and the agency’s own careers pages.
Pay is set by the DVLA for its grades within the Department for Transport’s arrangements; the salary is on every advert. For 2026/27 departments could raise their total pay bill by up to 3.5 per cent, which caps spending but does not fix any individual’s rise. DVLA staff join the Civil Service pension scheme, alpha:
| Pensionable pay | Member contribution 2026/27 |
|---|---|
| Up to £36,199 | 4.6% |
| £36,200 to £56,000 | 5.45% |
| £56,001 to £150,000 | 7.35% |
Working for the DVLA in Swansea covers the roles, shift patterns and the application process in more detail, and the Civil Service pension (alpha) explains how the benefits build up.
Swansea Bay University Health Board
The health board runs Morriston Hospital, Singleton Hospital and Neath Port Talbot Hospital, plus community and mental health services for Swansea and Neath Port Talbot. Morriston is a large acute hospital and home to the Welsh Centre for Burns and Plastic Surgery and a regional cardiac centre, so there is steady recruitment for specialist nurses, theatre staff and therapists alongside healthcare support workers, porters and admin staff.
NHS Wales uses Agenda for Change bands, but the Welsh Government decides the award. It announced 3.3 per cent for 2026/27, according to RCN reports. Exact Wales band values are set in Welsh pay circulars, so take the salary from the advert. The Welsh Ambulance Services University NHS Trust covers emergency calls and has a base in the area. Vacancies go on NHS Jobs and Trac.
Swansea Council
Swansea Council is a unitary authority responsible for social services, education, housing, waste, highways, parks, beaches and leisure. It has its own council housing stock. Most jobs are on the NJC pay spine, which applies across England and Wales, with SCP 3 at £25,614 from 1 April 2026. The council advertises on its own website.
Schools
Swansea has English-medium and Welsh-medium schools. Teachers are paid under the Welsh pay document, and the 2026/27 award was still being consulted on in October 2026: the review body recommended 4.25 per cent and the minister proposed 3.5 per cent. Support staff are mostly on the NJC spine and paid term-time only. Welsh-medium schools need staff who can work through Welsh, and English-medium schools teach Welsh as a subject, so some language ability helps even outside Welsh-medium settings. Welsh language skills in public sector jobs sets out how employers describe the levels.
Police and fire
South Wales Police covers Swansea and recruits officers, PCSOs and staff. A constable appointed now starts on £32,255 from 1 September 2026. Mid and West Wales Fire and Rescue Service covers Swansea and a large rural area to the west and north, paying national firefighter rates of £31,539 in development and £40,358 once competent from 1 July 2026.
Tax and commuting
Swansea residents pay Welsh rates of income tax, which match England’s for 2026/27, with a C prefix on the tax code. Cardiff is under an hour by train and has the Welsh Government, more health organisations and many UK government offices; public sector jobs in Cardiff covers them.
