Public sector jobs in Bolton

Bolton Council and Bolton NHS Foundation Trust, which runs the Royal Bolton Hospital in Farnworth, are the two biggest public employers in the borough. Schools, the mental health trust and the Greater Manchester police and fire services account for thousands more jobs. Manchester city centre is a short train ride away, so plenty of Bolton residents weigh a local post against one in the city.

One council for the whole borough

Bolton is a metropolitan borough, so a single council runs the services that a county and a district would split between them elsewhere: adult social care, children’s services, education support, housing, planning, waste collection, highways, libraries and leisure. Nearly every local government vacancy in the borough, from refuse collector to social worker, comes through the same recruitment system.

Pay is built on the NJC spine. From 1 April 2026, after the 3.3 per cent award, the bottom point (SCP 3) is £25,614 and the top (SCP 43) is £56,293. Bolton puts its own grade names on bands of spine points, so an advert might show a grade and a salary range together. Council pay grades explains how to read them.

Council staff join the Local Government Pension Scheme unless they opt out. The rate you pay depends on your actual pay, and the table shows where a few spine points land in the main section.

Spine point Salary from 1 April 2026 LGPS main section rate
SCP 3 £25,614 5.8%
SCP 14 £30,515 6.5%
SCP 25 £37,563 6.5%
SCP 36 £48,738 6.8%
SCP 43 £56,293 6.8%

The 50/50 section halves the contribution and the pension built up. The LGPS explained covers how the scheme works and what the employer pays in.

Royal Bolton Hospital and community health

Bolton NHS Foundation Trust runs the Royal Bolton Hospital, with its emergency department and maternity unit, and also provides community health services across the borough, such as district nursing and health visiting. A search for the trust on NHS Jobs therefore brings up ward, outpatient and community posts together, so check the base and the working pattern in each advert.

Greater Manchester Mental Health NHS Foundation Trust provides mental health services in Bolton, and North West Ambulance Service NHS Trust covers 999 and 111 work. GP practices recruit directly and set their own pay.

All of these NHS trusts pay Agenda for Change rates for England from 1 April 2026. Greater Manchester is outside the London high cost area zones, so the basic rate is what you get. Band 3 runs from £25,760 to £27,476, band 5 from £32,073 to £39,043 and band 6 from £39,959 to £48,117. Healthcare support workers, receptionists and many admin staff sit in the lower bands, while newly registered nurses and allied health professionals usually start at band 5.

Police and fire across Greater Manchester

Greater Manchester Police covers all ten boroughs of the city region, Bolton included. A constable joining now starts on £32,255 from 1 September 2026 and moves up annually to £52,015. Officers can be posted anywhere in the force area, so a Bolton applicant could end up working in Wigan, Oldham or central Manchester. The force also recruits call handlers, PCSOs, detention officers and other police staff, whose pay is set by the force.

Greater Manchester Fire and Rescue Service sits under the Greater Manchester Combined Authority and the elected mayor. Firefighters are paid national rates: £31,539 in development and £40,358 once competent, from 1 July 2026. Firefighter jobs covers the fitness tests and the selection stages.

Schools

Bolton has a mix of council-maintained schools and academies, many of them in multi-academy trusts. Teachers are on the rest of England pay ranges, with M1 at £34,069 and M6 at £46,940 from 1 September 2026 under the accepted award. Maintained schools pay the new rates, backdated, once the 2026 pay document is in force; academies decide their own timing but most follow the national scales.

Teaching assistants, admin staff and other support staff are usually on the NJC spine and paid term-time only, which means a lower annual salary than the full-time figure on the spine. Term-time only pay shows how the calculation works.

Bolton or Manchester

Pay on national scales is the same in Bolton as in Manchester, Salford or Stockport, so the difference between two similar jobs often comes down to travel time, fares and shift patterns. NHS trusts, councils and schools across the city region all advertise separately. Public sector jobs in Manchester and public sector jobs in Salford list the main employers a short commute away.
