Public sector jobs in Bristol
Bristol’s biggest public sector employers are its two hospital trusts, Bristol City Council and, on the northern edge of the city, the Ministry of Defence’s Abbey Wood site, a major Civil Service workplace. Pay follows national scales with no regional weighting, which matters in a city with high housing costs. In 2026/27 an NHS band 3 post pays £25,760 to £27,476 and a council post at SCP 3 pays £25,614.
Defence at Abbey Wood
Abbey Wood, just over the boundary in South Gloucestershire, is the base for the MOD’s equipment and support organisation. Jobs there cover procurement, project management, engineering, finance, logistics and commercial work, as well as administrative grades. They are advertised on Civil Service Jobs, and many need security clearance, which takes time and limits who can apply. Some defence posts are reserved for UK nationals.
The department sets pay for each grade. The 2026/27 Civil Service pay remit allowed departments to increase their pay bill by up to 3.5 per cent, which does not translate directly into a 3.5 per cent rise for each person. MOD civilian jobs explains the grades and the clearance process.
Hospitals and health
North Bristol NHS Trust runs Southmead Hospital, and University Hospitals Bristol and Weston NHS Foundation Trust runs the city-centre hospitals including the Bristol Royal Infirmary and the children’s hospital. The two trusts have been working increasingly closely together, so check which one is the employer on a given advert. Avon and Wiltshire Mental Health Partnership NHS Trust provides mental health services, and South Western Ambulance Service NHS Foundation Trust covers emergency calls across the region.
Agenda for Change pay applies at the England rates: band 2 at £25,272, band 3 from £25,760 to £27,476, band 5 from £32,073 to £39,043 and band 6 from £39,959 to £48,117. Many clinical support and admin roles that people take as a first NHS job sit in band 3 (NHS band 3 pay and jobs).
Bristol City Council and the West of England
Bristol City Council is a unitary authority, so it runs everything from schools support and social care to waste, housing and parks. Its pay sits on the NJC spine, raised by 3.3 per cent from 1 April 2026. The West of England Combined Authority, covering Bristol and neighbouring authorities, recruits for transport, skills and regional planning roles.
Avon and Somerset Police and Avon Fire and Rescue Service cover the city. A new constable starts at £32,255 from 1 September 2026, and a firefighter in development at £31,539 from 1 July 2026.
Both services also employ civilian staff, from control room operators to fleet technicians, whose pay is set locally. South Western Ambulance Service recruits emergency care assistants, call handlers and paramedics for the Bristol area on Agenda for Change rates.
Schools
Bristol’s schools are a mix of council-maintained schools and academy trusts. Teacher pay from 1 September 2026 starts at £34,069 (M1) under the award accepted in July 2026, with maintained schools applying it once the 2026 pay document is in force. Support staff in maintained schools are on the NJC spine and usually paid for term-time only.
Pay against the cost of living
There is no Bristol weighting, so the national scales go less far here than in cheaper cities. A few points to check before you accept an offer:
- Whether the employer pays the Real Living Wage. The 2026/27 UK rate is £14.10 an hour against the legal minimum of £12.71 for workers aged 21 and over. The Real Living Wage vs the National Living Wage explains the difference.
- Recruitment and retention premiums. Some hard-to-fill roles carry a market supplement, and the advert should say if so.
- Salary sacrifice schemes for cycling, public transport or cars, which reduce taxable pay. Salary sacrifice car schemes covers the trade-offs, including the effect on pension.
Run any offer through the take-home pay calculator to see what reaches your account each month.
Common questions
Can non-UK nationals work at MOD Abbey Wood?
Some roles, yes. Around three quarters of Civil Service posts are open to Commonwealth and EEA nationals with the right to work, but reserved posts linked to national security are for UK nationals only. Defence roles are more likely to be reserved, and the advert states the nationality requirement.
