Public sector jobs in Carlisle

Since April 2023 council jobs in Carlisle have been with Cumberland Council, a unitary authority that took over from Cumbria County Council and the old Carlisle, Allerdale and Copeland district councils. The Cumberland Infirmary is the city’s main NHS employer, and Cumbria’s police and fire services, schools and the ambulance trust add more. Carlisle sits a few miles from the Scottish border, so Scottish councils and health boards are within reach too, on different pay scales.

Cumberland Council

The 2023 reorganisation split Cumbria into two unitary councils. Cumberland Council covers Carlisle and the west coast, including Workington and Whitehaven, and Westmorland and Furness Council covers the south and east of the old county. Cumberland Council has its main offices in Carlisle and handles everything a council does: adult and children’s social care, education services, highways, housing, planning, waste, libraries and public health.

Pay is on the NJC spine, which starts at £25,614 (SCP 3) from 1 April 2026. Councils set their own grades on the spine, and the NJC pay spine guide lists every point. The council covers a large and partly rural area, so plenty of social care and highways roles involve driving, and adverts say whether a car is needed.

The Cumberland Infirmary

North Cumbria Integrated Care NHS Foundation Trust runs the Cumberland Infirmary in Carlisle and West Cumberland Hospital in Whitehaven, along with community services across the north of the county. Its posts are usually based at one of the two hospitals, and the advert names which. West Cumberland Hospital is on the coast, roughly an hour’s drive from Carlisle, so a trust-wide role can mean a long commute.

Mental health and learning disability services in north Cumbria are run by Cumbria, Northumberland, Tyne and Wear NHS Foundation Trust, and North West Ambulance Service NHS Trust covers 999 calls. All three pay Agenda for Change rates for England. From 1 April 2026, band 3 runs from £25,760 to £27,476, band 5 from £32,073 to £39,043 and band 6 from £39,959 to £48,117.

Police, fire and schools

Cumbria Constabulary polices the whole county from its headquarters at Carleton Hall, near Penrith. A new constable starts on £32,255 from 1 September 2026 and reaches £52,015 at the top of the scale. Cumbria Fire and Rescue Service also covers both council areas, with many stations crewed by on-call firefighters who live or work nearby; on-call firefighter jobs explains how that arrangement works. Full-time firefighters earn £31,539 in development and £40,358 once competent from 1 July 2026.

Schools in and around Carlisle are a mix of maintained schools, for which Cumberland Council is the local authority, and academies. Teachers in England outside London start on £34,069 (M1) from 1 September 2026 under the accepted award, with maintained schools paying it once the 2026 pay document is in force.

Working over the Scottish border

Dumfries and Galloway Council and NHS Dumfries and Galloway are the nearest Scottish employers, and some people living in Carlisle work for them. Scotland sets its own public sector pay, so the figures differ from England’s.

Job England (Carlisle) Scotland
NHS band 5 £32,073 to £39,043 £34,494 to £42,977
NHS band 6 £39,959 to £48,117 £43,169 to £52,603
Main grade teacher from £34,069 (M1) £43,383 to £54,453

NHS figures are from 1 April 2026. The English teacher figure is from 1 September 2026, and the Scottish one from 1 August 2026. Scottish health boards advertise on the NHS Scotland jobs site, and councils on myjobscotland. Jobs working with children or protected adults in Scotland need PVG scheme membership through Disclosure Scotland, which costs £59 to join, in place of a DBS check.

Income tax depends on where you live. If you live in Carlisle and work in Dumfries you pay the rest-of-UK rates, and if you live in Scotland and work in Carlisle you pay Scottish rates. Moving to or from Scotland explains how HMRC decides, and public sector jobs in Scotland covers the wider differences.

Further afield

Carlisle is on the West Coast Main Line and has a direct line east along the Tyne Valley to Newcastle, which has several large hospital trusts and councils. Public sector jobs in Newcastle upon Tyne covers that market. For most people, though, the realistic options are Carlisle itself, the Scottish side of the border and the towns of west Cumbria.

Common questions

If I live in Scotland and work in Carlisle, which income tax rates do I pay?

Scottish income tax depends on where you live. If your main home is in Scotland you pay Scottish rates and your tax code starts with S, even though your employer is in England.
