Public sector jobs in Edinburgh

As Scotland’s capital, Edinburgh counts the Scottish Government and the Scottish Parliament among its biggest employers, alongside NHS Lothian and the City of Edinburgh Council. UK government departments, national Scottish bodies, Police Scotland, the Scottish Fire and Rescue Service and the Scottish Ambulance Service add thousands more posts. Almost everything about pay, pensions and tax differs from England, so figures from English job adverts will not apply here.

Scottish Government and national bodies

Scottish Government staff are civil servants and work mainly at St Andrew’s House and Victoria Quay in Leith, with other offices across Scotland. The government recruits for policy, analysis, finance, legal, digital and operational roles, and so do its agencies and the many public bodies headquartered in the city. The Scottish Parliament recruits its own staff. The Scottish Government sets pay for each grade under its own pay policy, separate from the UK Civil Service pay remit.

UK government departments also have staff in Edinburgh, including at the UK Government hub at Queen Elizabeth House. Those jobs are on Civil Service Jobs and follow UK departmental pay.

NHS Lothian

NHS Lothian runs the Royal Infirmary of Edinburgh, the Western General Hospital, St John’s Hospital in Livingston and the Royal Hospital for Children and Young People, plus mental health and community services. It is one of the largest employers in Scotland. Scottish NHS pay comes from a separate two-year deal: 4.25 per cent for 2025/26 and 3.75 per cent from 1 April 2026, with an inflation guarantee that pays a top-up in March 2027 if average CPI for 2026 is above 2.75 per cent.

Scotland’s bands have fewer pay points than England’s and higher values:

Band NHS Scotland from 1 April 2026 NHS England from 1 April 2026
2 £26,658 to £28,947 £25,272
3 £29,061 to £31,364 £25,760 to £27,476
4 £31,492 to £34,254 £28,392 to £31,157
5 £34,494 to £42,977 £32,073 to £39,043
6 £43,169 to £52,603 £39,959 to £48,117
7 £52,769 to £61,377 £49,387 to £56,515

NHS Scotland jobs are advertised on the national NHS Scotland jobs site, and NHS Jobs does not list them. Health services in Scotland, Wales and Northern Ireland explains how the boards are organised.

City of Edinburgh Council

The council covers social work, education, housing, roads, waste, parks and libraries across the city. It advertises on myjobscotland, the shared site for Scottish councils. Scottish arrangements negotiate local government pay, and the English and Welsh NJC spine does not apply, so take the salary from the advert. Council staff join the Local Government Pension Scheme (Scotland), which has its own contribution bands.

Teaching in Edinburgh

Teachers in Scotland are paid on the SNCT scale. From 1 August 2026 a probationer teacher earns £36,159 and a main grade teacher £43,383 to £54,453, with principal teachers on £59,367 to £76,617. Scottish teaching jobs are advertised on myjobscotland, and most posts require registration with the General Teaching Council for Scotland. Working with children or protected adults also needs membership of the PVG scheme, which costs £59 to join.

Police, fire and ambulance

Police Scotland, the Scottish Fire and Rescue Service and the Scottish Ambulance Service are single national organisations, each with a large presence in Edinburgh. Police officer pay in Scotland is set separately from England and Wales. Firefighters are on the UK-wide NJC rates: £31,539 in development and £40,358 when competent from 1 July 2026.

Tax on an Edinburgh salary

If you live in Scotland, you pay Scottish income tax on your earnings, with an S prefix on your tax code. For 2026/27 the rate is 19 per cent on gross income from £12,571 to £16,537, 20 per cent to £29,526, 21 per cent to £43,662 and 42 per cent above that up to £75,000. National Insurance is the same as in the rest of the UK. For NHS staff the higher Scottish band values usually outweigh the small extra tax at middle incomes. Above £43,662 you pay 42 per cent, while in England the 40 per cent rate does not start until £50,270. Scottish S tax codes and rates has the full bands, and public sector jobs in Scotland covers the rest of the Scottish system. Glasgow is under an hour away by train (public sector jobs in Glasgow).
