Public sector jobs in Oxford

Oxford University Hospitals NHS Foundation Trust and Oxfordshire County Council, both headquartered in the city, are among Oxford’s largest public employers. Oxford City Council, Oxford Health NHS Foundation Trust, the schools and Thames Valley Police make up most of the rest. Pay is on national scales with no Oxford weighting, which bites in one of the most expensive housing markets outside London.

Two councils in one city

Oxford is in a two-tier area, so two councils divide local services between them:

  • Oxfordshire County Council, at County Hall in the city centre, runs adult and children’s social care, education services, highways, libraries, trading standards and Oxfordshire Fire and Rescue Service across the whole county.
  • Oxford City Council runs housing, planning, bin collection, environmental health, parks, leisure and council tax for the city.

A social worker or highways inspector job in Oxford is therefore a county council post, while a housing officer or planning officer job is with the city council. Both use the NJC pay spine, which rose by 3.3 per cent from 1 April 2026, but each grades its own jobs. SCP 3 is £25,614 and SCP 30 is £42,123. How councils are organised explains the two-tier system.

The fire service is part of the county council, so firefighters are county council employees on the national fire scale: £31,539 in development and £40,358 once competent from 1 July 2026.

Hospitals and research

Oxford University Hospitals NHS Foundation Trust runs the John Radcliffe, the Churchill and the Nuffield Orthopaedic Centre in Oxford, and the Horton General Hospital in Banbury. Its close links with the University of Oxford mean a lot of research activity, so besides standard clinical posts there are research nurse, clinical trials and laboratory roles. Oxford Health NHS Foundation Trust provides mental health and community services, and South Central Ambulance Service NHS Foundation Trust covers 999 calls.

Pay is the England Agenda for Change scale from 1 April 2026:

Band Pay range Examples
3 £25,760 to £27,476 Laboratory assistant, healthcare support worker
5 £32,073 to £39,043 Staff nurse, biomedical scientist (newly registered)
6 £39,959 to £48,117 Specialist nurse, research nurse, senior biomedical scientist
7 £49,387 to £56,515 Advanced practitioner, clinical trials manager

Laboratory careers often run from band 3 through to registration as a biomedical scientist at band 5 (biomedical scientist). Experienced nurses and therapists can move into advanced practice at band 7 and above (advanced clinical practitioner). Many specialist and research posts sit at band 6, and NHS band 6 pay and jobs has the detail.

Police and schools

Thames Valley Police covers Oxford as part of Berkshire, Buckinghamshire and Oxfordshire. New constables start at £32,255 (PP1, from 1 September 2026), rising to £52,015 at PP7.

Oxford’s state schools include maintained schools and academy trusts. Teachers start at £34,069 (M1) from 1 September 2026 under the award accepted by the government in July 2026. Support staff are on the NJC spine, usually term-time only.

Leave and pensions compared

The county council, the city council and the NHS trusts all have different terms. NHS staff start on 27 days’ annual leave plus bank holidays, rising to 29 days after five years and 33 after ten years of NHS service. Council staff start on at least 23 days plus bank holidays and two extra days, rising to 26 days after five years. NHS staff join the NHS Pension Scheme and council staff the Local Government Pension Scheme, and firefighters have their own scheme. On a salary of £32,073, an NHS member pays 8.3 per cent, while a council employee on the same pay pays 6.5 per cent in the LGPS main section.

Living costs and pay

With no local supplement, the national scales stretch thinly in Oxford. Some employers in the area use recruitment and retention premiums for particular posts, and many people commute in from surrounding towns. Salary sacrifice schemes for bikes, public transport or electric cars reduce taxable pay, so ask about them, and about any staff accommodation the hospital trust may have. The take-home pay calculator shows your likely net pay.

Where to apply

NHS roles are on NHS Jobs and Trac. Oxfordshire County Council and Oxford City Council have separate careers sites, and Thames Valley Police recruits through its own pages. School jobs are on Teaching Vacancies.

Common questions

Are University of Oxford jobs public sector jobs?

Not in the same sense as NHS or council jobs. Universities are independent bodies with their own pay scales and pension schemes, although many clinical academics hold joint contracts with the NHS. Rozile's job listings focus on schools, the NHS, councils, the Civil Service and emergency services.
