Public sector jobs in Southend-on-Sea

Southend’s largest public sector employers are Southend-on-Sea City Council and Mid and South Essex NHS Foundation Trust, which runs Southend University Hospital. Schools, Essex Police, Essex County Fire and Rescue Service and the county’s mental health trust add many more. Two direct rail lines into London put the capital’s higher-paid public jobs within reach too, if you can face a long commute.

Starting salaries at a glance

Most public jobs in Southend are paid on national scales with no local weighting. The figures below are the first point on each scale for 2026/27, as set by each pay body.

Job and scale point Annual salary From
Council or school support role, NJC SCP 3 £25,614 1 April 2026
NHS band 3 entry £25,760 1 April 2026
NHS band 5 entry £32,073 1 April 2026
Teacher M1, rest of England £34,069 1 September 2026
Police constable PP1 £32,255 1 September 2026
Firefighter in development £31,539 1 July 2026

Most of these scales have yearly steps. A band 5 nurse, for example, reaches £39,043 at the top of the band, and a constable reaches £52,015 at PP7.

Southend-on-Sea City Council

The council is a unitary authority, so it runs social care, children’s services, education support, housing, planning, waste, highways and leisure for the whole city, including Leigh-on-Sea, Westcliff and Shoeburyness. Southend was granted city status in 2022, and the council’s name changed with it, so older listings may still say borough council.

The neighbouring towns of Rayleigh, Rochford, Hadleigh and Canvey Island are in two-tier Essex, where Essex County Council runs social care and highways while Rochford District Council and Castle Point Borough Council handle housing, planning and bins. If you live near the boundary, a council job ten minutes away could be with any of four employers, each with its own grading. All of them start from the NJC spine and join the Local Government Pension Scheme.

Southend University Hospital and the wider trust

Mid and South Essex NHS Foundation Trust was formed in 2020 from the merger of the Southend, Basildon and Broomfield hospital trusts. Many jobs are tied to one site, but some clinical and corporate posts cover two or three hospitals, and the advert should say which. Broomfield is in Chelmsford, so a trust-wide role can mean a fair drive.

Essex Partnership University NHS Foundation Trust provides mental health services and a range of community services in the area, and East of England Ambulance Service NHS Trust covers 999 calls. Moving between these trusts keeps your NHS service for annual leave and sick pay, which moving between NHS trusts explains in more detail.

Police and fire

Essex Police covers the whole county, including the unitary areas of Southend and Thurrock. New constables start on £32,255 from 1 September 2026 and progress to £52,015. The force also recruits police staff, including contact centre and investigation roles, on its own pay grades.

Essex County Fire and Rescue Service pays national firefighter rates: £31,539 in development and £40,358 once competent from 1 July 2026, or £18.43 an hour. Some stations around the county use on-call firefighters, who live or work close to the station and respond by pager.

Schools and the fringe boundary

Southend keeps selective grammar schools alongside comprehensive secondary schools and academies, and primaries are a mix of academies and maintained schools. Teachers here are paid on the rest of England ranges, but the London fringe pay area includes Basildon and Thurrock, a short drive west, where M1 is £35,602 from 1 September 2026 instead of £34,069. The gap grows a little up the scale: M6 is £48,479 in the fringe and £46,940 here.

Teachers who commute into London move onto the outer or inner London ranges, where M1 is £39,196 or £41,729. Teacher pay in London lists the boroughs in each zone and the full scales.

Support staff in Southend schools are usually on the NJC spine and paid term-time only, so check the actual annual salary on the advert as well as the full-time equivalent.

Commuting into London

c2c runs from Southend Central to London Fenchurch Street and Greater Anglia runs from Southend Victoria to Liverpool Street. A London post brings the high cost area supplement for NHS staff and London ranges for teachers, but the fare, the hours on the train and the loss of childcare flexibility all come off that gain. Public sector jobs in London covers the employers there, and public sector jobs in Chelmsford covers the county town, which is closer and has the county council, Broomfield Hospital and the Essex Police headquarters.
