Public sector jobs in Worcester
Worcester is the county city of Worcestershire, so the county council, the main acute hospital and the headquarters of both West Mercia Police and Hereford and Worcester Fire and Rescue Service are all in or next to it. Worcester City Council, the county’s health and care trust, the University of Worcester and the local schools account for many more public sector jobs.
Two councils
Worcestershire has two tiers of local government. Worcestershire County Council, based at County Hall on the eastern edge of the city, runs adult social care, children’s services, education services, highways, libraries and public health for the whole county. Worcester City Council covers housing, planning, environmental health, waste collection, parks and council tax within the city. How councils are organised explains the split.
Like other two-tier areas, Worcestershire has been asked by the government to put forward proposals for unitary councils, so the structure may change. Until then each council recruits on its own website.
Both use the NJC pay spine, which from 1 April 2026 starts at £25,614 (SCP 3) and reaches £56,293 at SCP 43. Council staff join the Local Government Pension Scheme. In 2026/27 the main section takes 5.8 per cent of pay between £18,401 and £29,000 and 6.5 per cent between £29,001 and £47,300. Green Book leave is at least 23 days plus 8 public holidays and 2 extra days, rising to 26 days after 5 years.
Worcestershire Royal Hospital
Worcestershire Acute Hospitals NHS Trust runs Worcestershire Royal Hospital in the city, the Alexandra Hospital in Redditch and Kidderminster Hospital and Treatment Centre. Some specialties are split between sites, so read where a post is based. Herefordshire and Worcestershire Health and Care NHS Trust provides mental health, learning disability and community services, including district nursing and community hospitals. West Midlands Ambulance Service University NHS Foundation Trust covers 999 calls.
Agenda for Change rates for England apply from 1 April 2026.

West Mercia Police and the fire service
West Mercia Police has its headquarters at Hindlip, just outside Worcester, and covers Worcestershire, Herefordshire, Shropshire and Telford and Wrekin. Headquarters means police staff jobs in control rooms, HR, finance, IT, analysis and training, as well as officer recruitment. Constables appointed now start on £32,255 from 1 September 2026 and reach £52,015 at the top of the scale.
Hereford and Worcester Fire and Rescue Service is also run from the Worcester area. It pays the national rates agreed for 2026/27: from 1 July 2026, £31,539 for a firefighter in development, £40,358 once competent (£18.43 an hour), £42,892 to £44,742 for a crew manager and £45,711 to £50,034 for a watch manager. Many of its rural stations are crewed by on-call firefighters. Firefighter pay has more on how pay is set for each role.
Schools and the university
Worcestershire County Council is the local authority for maintained schools, and many of Worcester’s secondaries are academies. Teachers outside London start on £34,069 (M1) from 1 September 2026 under the accepted award, with maintained schools paying it, backdated, once the 2026 pay document is in force. Support staff are paid on the NJC spine and are often term-time only.
The University of Worcester trains nurses, midwives, teachers and allied health professionals, and many of its students do placements in local hospitals and schools. Universities set their own pay, so academic and support jobs there do not follow the national public sector scales.
Worcester Foregate Street and Shrub Hill stations have trains to Birmingham, which has a much larger public sector job market within about an hour. Public sector jobs in Birmingham covers it.
