Public sector jobs in Basingstoke

Public sector jobs in Basingstoke come from two councils, one hospital trust and several county-wide services. Basingstoke and Deane Borough Council and Hampshire County Council divide local government between them, Hampshire Hospitals NHS Foundation Trust runs Basingstoke and North Hampshire Hospital, and the police and fire services are run for the whole of Hampshire and the Isle of Wight. Schools make up the rest.

Which council does what

Hampshire is a two-tier area. The county council, based in Winchester, runs adult social care, children’s services, education services, highways, libraries and public health for the whole county outside Southampton and Portsmouth. Basingstoke and Deane Borough Council covers the town and the surrounding villages and runs housing, planning, waste collection, environmental health, council tax and leisure.

So a social worker job in Basingstoke is with the county council, while a planning or housing officer job is with the borough council. Both base their pay on the NJC spine, which from 1 April 2026 runs from £25,614 at SCP 3 to £56,293 at SCP 43. Each council has its own grades on top of the spine, and both put new staff in the Local Government Pension Scheme. How councils are organised explains the two-tier system and the other models in England.

Council reorganisation in Hampshire

The government has asked two-tier areas across England, Hampshire included, to move to unitary councils, which would replace the county and district councils with fewer, larger authorities. Until new councils are created, the existing councils carry on recruiting in their own names. When a change happens, staff usually move to the new employer under TUPE, with their terms protected at the point of transfer. Council restructures covers what that can mean for jobs, grading and redundancy.

Basingstoke and North Hampshire Hospital

Hampshire Hospitals NHS Foundation Trust runs three hospitals: Basingstoke and North Hampshire, the Royal Hampshire County Hospital in Winchester, and Andover War Memorial Hospital. Some services are split between Basingstoke and Winchester, so a job advertised in one town may involve sessions in the other. The trust recruits through NHS Jobs and also runs a staff bank for extra shifts.

Community health and mental health services across Hampshire are provided by separate NHS foundation trusts, which recruit for district nursing, health visiting, community mental health teams and inpatient mental health units. South Central Ambulance Service NHS Foundation Trust covers 999 calls.

Agenda for Change rates for England apply from 1 April 2026. Band 2 is £25,272, band 4 runs from £28,392 to £31,157, band 5 from £32,073 to £39,043 and band 7 from £49,387 to £56,515. The high cost area supplements are for London and the fringe around it, and an advert will say if one applies; otherwise the basic rate is the whole salary. NHS bank work explains how bank shifts are paid and booked.

Police and fire

Hampshire and Isle of Wight Constabulary covers the county, the two cities and the island. A constable appointed now starts on £32,255 from 1 September 2026 and reaches £52,015 at the top of the scale after six annual steps. The force also recruits police staff such as call handlers and investigators.

Hampshire and Isle of Wight Fire and Rescue Service was formed in 2021 by combining the two previous services. Firefighters are paid national rates: £31,539 in development and £40,358 once competent, from 1 July 2026. Many of its stations are crewed by on-call firefighters, who respond from home or work when paged.

Teaching in Hampshire schools

Hampshire schools pay teachers on the rest of England ranges. From 1 September 2026, M1 is £34,069 and M6 is £46,940. The county council is the local authority for maintained schools, while academies set their own pay policies, though most follow the national ranges. Maintained schools apply the 2026 award, backdated, once the 2026 pay document is in force.

School support staff are usually on the NJC spine. The 2026/27 award of 3.3 per cent, backdated to 1 April 2026, also deleted SCP 2, so the lowest point is now SCP 3. Term-time staff receive a percentage of the full-time salary, spread over 12 months.

Commuting from Basingstoke

The town is on the main line from London Waterloo to Southampton, and Reading is a short trip north. That widens the search a good deal: public sector jobs in Southampton covers the university hospital and the city council, and public sector jobs in Reading covers the Berkshire employers and how the nearby fringe pay zones work. A Waterloo commute brings London pay with it, but also London fares, so compare take-home pay after travel costs.
