Public sector jobs in Swindon
Swindon has one council for everything, one main acute hospital and a national research funder’s head office, which makes its public sector job market easier to map than most. Swindon Borough Council and Great Western Hospitals NHS Foundation Trust are the biggest public employers. UK Research and Innovation at Polaris House brings Civil Service style office jobs, and the police, fire and ambulance services are run at a regional level.
Swindon Borough Council
Swindon Borough Council is a unitary authority, so it runs social care, children’s services, education, housing, planning, highways, waste and libraries without a county council above it. That means a single employer covers the full range of council work, from care assessors and social workers to planners, engineers and refuse crews.
Council pay is on the NJC spine. From 1 April 2026 the bottom point, SCP 3, is £25,614 a year, and the top of the national spine, SCP 43, is £56,293. Many entry-level council jobs sit near the bottom and many professional roles in the middle, but each council sets its own grades, so check the salary range on the advert. Staff join the Local Government Pension Scheme and get at least 23 days’ leave plus 8 public holidays and 2 extra days under the Green Book, rising to 26 days after 5 years.
Great Western Hospital
Great Western Hospitals NHS Foundation Trust runs the Great Western Hospital on the south-east side of the town. It recruits nurses, midwives, healthcare assistants, therapists, scientists, doctors, admin staff and estates and facilities workers. Avon and Wiltshire Mental Health Partnership NHS Trust provides mental health services in Swindon, and South Western Ambulance Service NHS Foundation Trust covers 999 calls.

These are the Agenda for Change rates for England. Swindon is not in a high cost area, so there is no extra supplement on top.
UK Research and Innovation and other national bodies
UK Research and Innovation, the public body that funds research and brings the UK research councils together, has its head office at Polaris House in Swindon. Its jobs include grants and programme management, finance, data, digital, HR and policy roles. UKRI is a non-departmental public body, so it sets its own pay and terms and advertises on its own careers site. Each advert gives the salary range and grade.
Historic England keeps its archive in Swindon, which brings occasional archive, cataloguing and heritage jobs. Civil Service departments and agencies explains how departments, agencies and public bodies differ, which matters when you compare pensions and pay.
For posts that do come with the Civil Service pension, alpha contributions in 2026/27 are 4.6 per cent on pay up to £36,199 and 5.45 per cent from £36,200 to £56,000. Departments could raise their overall pay bill by up to 3.5 per cent for 2026/27. That figure caps total spending and does not guarantee each person a 3.5 per cent rise.
Police and fire
Wiltshire Police covers Swindon and recruits officers, PCSOs, call handlers and police staff. Constables appointed now start on £32,255 from 1 September 2026, rising to £52,015. Dorset and Wiltshire Fire and Rescue Service covers the town, and pays national rates, which from 1 July 2026 are £31,539 for firefighters in development and £40,358 once competent.
Schools
Swindon Borough Council is the local authority for maintained schools, but many of the town’s schools are academies, which advertise on their own trust sites and on Teaching Vacancies. Teachers outside London start on £34,069 (M1) from 1 September 2026. Support staff are on the NJC spine and usually paid term-time only.
Swindon sits on the Great Western Main Line, with fast trains to Reading and London one way and Bath and Bristol the other. Both directions open up hospitals, councils and Civil Service offices on the same national pay scales. Public sector jobs in Bristol and public sector jobs in Reading cover the nearest large markets.
