Public sector jobs in Torbay

Torbay and South Devon NHS Foundation Trust is the biggest public employer in Torbay, and it provides social care as well as hospital and community care. Many jobs that other areas split between an NHS trust and a council sit in one organisation here. Torbay Council, the schools and the south west’s police, fire and ambulance services also employ locally. NHS pay starts at £25,272 on band 2 from April 2026, and council pay at £25,614 on the NJC spine.

Torbay and South Devon NHS Foundation Trust

The trust describes itself as an integrated care organisation. It became an integrated health and social care organisation in October 2015, the first NHS organisation in England to join hospital and community care with social care. It runs Torbay Hospital, which provides acute services, and community hospitals including those at Dawlish, Newton Abbot, Teignmouth and Totnes. It serves about 292,000 residents, plus roughly 100,000 more visitors in the summer holiday period.

The trust holds the adult social care budget, delegated through Torbay Council, and runs social care services jointly with Devon County Council. A social worker, occupational therapist or care coordinator in Torbay may therefore be employed by the trust. Check the employer named on the advert, and see social worker pay for typical ranges.

NHS staff are paid on Agenda for Change rates for England. From 1 April 2026, band 3 runs from £25,760 to £27,476, band 5 from £32,073 to £39,043 and band 7 from £49,387 to £56,515. The NHS Pension Scheme rate in 2026/27 is 6.5% on pensionable pay of £13,260 to £28,854 and 9.8% on £35,156 to £52,778. The take-home pay calculator shows what is left after deductions.

Torbay Council

Torbay Council’s jobs site calls it a small unitary authority with a team of over 1,000, and says it is responsible for all local government functions, from highways and planning to social care and housing. It is one of the largest employers in the bay. It promotes apprenticeships and early-career roles and says staff get what it calls excellent terms and conditions, with benefits detailed on its own page. Pay follows the NJC spine from SCP 3 (£25,614) from 1 April 2026, and how to get a council job explains the application stages.

Schools

Torbay has maintained schools, academies and special schools. Teachers outside London start on £34,069 (M1) from 1 September 2026. The government has accepted that award, and the pay document was published on GOV.UK on 16 October 2026, so maintained schools apply it from 1 September 2026, backdated where needed. Support staff are paid on the NJC spine, pro rata and often only in term time.

Police, fire and ambulance

The Police Act 1996 includes the non-metropolitan district of Torbay in the Devon and Cornwall police area, so Devon and Cornwall Police covers it. A constable starts on £32,255 from 1 September 2026. Devon and Somerset Fire and Rescue Service covers Devon and Somerset, and firefighters earn £31,539 in development and £40,358 when competent from 1 July 2026. The South Western Ambulance Service NHS Foundation Trust lists Devon among the seven areas it covers.

Plymouth and Exeter

The two nearest large employers are in Plymouth and Exeter. Public sector jobs in Plymouth and public sector jobs in Exeter cover their hospital trusts, councils and universities.
